Why am I seeing so many foreigners especially Indians under HDB blks drinking and talking loudly unlike before covid period in 2019?

With the change in MOM regulation to let more workers into the NTS Occupation List. Companies have successfully got more workers from India, Myanmar and Bangladesh into the factories especially through manufacturing where the quota are easier to get. Furthermore as the HDB Temporary Relaxation of Occupancy Cap for Rental of HDB flats until end of 2026 which allows houseowner to put 8 workers in house for a typical 4/5 room house.

But based on reports coming from shocked housing agents and houseowners, many foreigners are subletting houseowner and breaking the MOM/HDB rules by letting more than 8 people stay in a HDB house. Due to weak enforcement measure from Housing Development Board (HDB) and Ministry of Manpower ( MOM) Singapore, a lot of foreign workers are breaking the regulations without getting caught and even if caught no major actions are taken against them based on news report.
